Small Business Set-Asides and Sole Source Contracting
As a woman-owned small business, small disadvantaged business and SBA-certified 8(a) firm, WTI qualifies for small business set-asides and provides government agencies and teaming partners with the acquisition alternative of sole source contracting available under the SBA Certified 8(a) program.
8(a) Sole Source Contracts
The SBA 8(a) business development program sole source vehicle enables agencies to engage in direct-buy contracts with certified contractors. Participants can receive sole source contracts, up to $4 million ceiling.
Small Business Set-Asides
As an SBA-certified 8a, Small Disadvantaged Business, and Woman Owned Small Business, WTI qualifies for solicitations set aside for small business per FAR Subpart 19.5. This allows government agencies and prime industry partners to meet their small business contracting goals.
Capability Maturity Model Integration Credentials
WTI qualifies to work as a prime contractor, subcontractor, or teaming partner in support of Federal contracts with requirements that IT contractors possess an adequate level of maturity in their organizational processes that is in accordance with the Carnegie Mellon Software Engineering Institute (SEI) Capability Maturity Model Integration® model. Contractor compliance with CMMI® maturity standards and methodologies signifies a greater level of effort and capability to perform software and systems engineering, program and organizational management and service delivery in a repeatable and consistent high quality manner.
WTI has been appraised at CMMI Institute’s Capability Maturity Model Integration (CMMI)® ratings of Level 3 for Development (CMMI-DEV v1.3) and Level 2 for Services (CMMI-SVC v1.3). The appraisal was performed by ProcessWorks, Inc. and covers the organizational unit of Software Development and Program Management Services. GSA IT Schedule 70
GSA IT Schedule 70 is the largest, most widely used acquisition vehicle in the federal government. Schedule 70 is an indefinite delivery/indefinite quantity (IDIQ) multiple award schedule (MAS), providing direct access to products, services and solutions from certified industry partners. Federal, state, local, and tribal government entities can buy from IT Schedule 70.

SeaPort Enhanced (SeaPort-e)
Navy SeaPort Enhanced (SeaPort-e) is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps compete their service requirements amongst 2400+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth. WTI is a proud partner of Navy SeaPort-e in Zones 1, 2, 3, 4, 5, and 6 and is pleased to serve the technical needs of federal defense agencies and to help them reach their small business procurement goals.

GSA 8(a) STARS II
WTI is managing partner of Digital MindTrust (DMT), an 8(a) Joint Venture that blends small business innovation and agility with large business infrastructure and resources to deliver compelling technical solutions at an exceptional value.
As managing partner of DMT, WTI’s Information Technology services are available via its DMT 8(a) STARS II GWAC under Constellation I for all four Functional Areas:

The General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II, a small business set-aside Governmentwide Acquisition Contract (GWA) is a pre-competed, easy-to-use contract with streamlined ordering procedures which provides flexible access to customized information technology solutions from a large, diverse pool of 8(a) industry partners. With a $10 Billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements. 8(a) STARS II offers access to multiple types of task orders including fixed price, time and materials, labor hour, and blended task order types. 8(a) STARS II allows for directed (sole source) task orders of up to $4 Million, including options, for Federal Civilian and Department of Defense activities.
